Hi i have a problem! I want to change country/region i can not to change Because error for me

I think my apple id $ 0.22 us and I live in Toronto and can not change region

Buy an item more expensive than your balance and use a credit card to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
