I’ve reset my password so many times and yet my phone still say “Apple ID has been disabled” and I don’t know what else to do

You are also doing : What to do after you change your Apple ID or password - Apple Support ?
If you are, contact iTunes Support in the country where you are (and which is therefore the country on the account) and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww
