My original Apple ID is based on an email address that I can’t and haven’t used for years. since I bought a new 2018 iPad last April, I’ve had months of trouble with this ID. How can I change to a completely new Apple ID and password?

do you know your password to this ID?
if you do, then it is easy: go to settings > iCloud > and at the bottom, click sign out. It will ask you for your password and you can sign out. Then just add a new Apple ID or create a new one
If you don't then it can be a little tricky: first try to reset your password for that account :If you forgot your Apple ID password - Apple Support; then follow the steps above for signing into a new Apple ID

You need to do a name change or else you will lose access to all your previous purchases. Purchases can't be transferred to a new ID.
