Activation lock. What to do

I bought iPhone x for 700 from this guy and he didn't turn off the activation lock. And I'm stuck here can't contact him to refund or fix this I can't find him at all can someone help me what can I do.

Only the previous owner can turn off Activation lock.

Nothing. The activation lock is an anti-theft measure.

If you bought it through a site or store such as eBay, ask the people running it for a refund.
