Photos not importing at JPG, but as HEIC

I have recently updated our iMac software to Mojave, and when trying to import photos (Photos 4.0) for the first time since updated, it was trying to re-import thousands of photos from my iPhone 7 (iOS12). It appears that this is because they are in the library as JPGs, but now are trying to be imported as HEICs. I don't want to have to tell the computer every time to not import those thousands of photos, but I"m not sure how to work around.

Also, I manually imported the most recent photos that were not in the library, and they were imported as HEIC files. I had tried to ensure they would be imported as JPGs - I have the "Automatic" checked under the Photo settings Transfer to Mac.

What have I done wrong? Or how do I remedy this?

I do not sync photos to iCloud. I have had My Photo Stream on, but have done that for ages, and never had any problem syncing with USB and duplicate files. Additionally, when I looked at My Photo Stream during this issue, it wasn't showing the last 3 weeks of photos on it anyways.

Also, I am not sure, but I am now thinking that it may have been the first time I was importing photos after changing to iOS12 on my iPhone.

Thank you for the help.

You are not seeing the HEIC photos in My Photo Stream, because My Photo Stream does not work with HEIC, afaik.

The Automatic setting does not help, when you import to Macs with Mojave, because the Mojave can work with HEIC. So Photos will try to download the HEIC files as HEIC and not JPEG.

You will have to set the iPhone to capture the photos as JPEGs, if you do not not want HEIC images in Photos on your Mac.

Using HEIF or HEVC media on Apple devices - Apple Support

Though capturing in HEIF and HEVC format is recommended, you can set these devices to capture media using older formats that are more broadly compatible with other operating systems and devices:

  1. In iOS 11, go to Settings > Camera.
  2. Tap Formats.
  3. Tap Most Compatible. This setting is available only on devices that can capture media in HEIF or HEVC format.
  4. All new photos and videos will now use JPEG or H.264 format. To return to using the space-saving HEIF and HEVC formats, choose High Efficiency.
