I bought a movie in HD but need SD to download to iPad
how can Idelete the HD purchase and buy the SD movie?

You could potentially request a refund and then purchase the SD version, but you shouldn't have to.
From Download or stream movies and TV shows from the iTunes Store - Apple Support:
Switch a lower-quality video format
- On your iOS device: Go to Settings > TV > iTunes Videos or Settings > Videos > iTunes Videos, then change your Playback Quality from Best Available to Good.
- On your Mac: Open iTunes. From the menu bar at the top of your computer screen, choose iTunes > Preferences. Click the Downloads tab, then select "Download high-quality SD videos."
- On your PC: Open iTunes. From the menu bar at the top of the iTunes window, choose Edit > Preferences. Click the Downloads tab, then select "Download high-quality SD videos."
- On your Apple TV: Go to Settings > Apps > iTunes Movies and TV Shows, then select Video Resolution to change it from Best Available to Good. You can also choose a specific resolution in Settings > Video and Audio > Resolution.
