Can I still buy songs without joining Apple Music

Yes. You purchase music in iTunes. Apple Music is a subscription service for listening to music in the Apple Music library, not your own. Music you listen to or download to listen to offline are not purchased. You only purchase music in iTunes. You can go to iTunes Store on the iPhone, make sure you are logged into the store with your Apple ID and search and purchase music there.

Apple stupidly decided to separate the buy music part in music (used to be itunes) and now make you open up itunes to buy music. you can't buy music in music no longer only sign up for music subscription which will keep you in an infinite loop to join. Not at all wise, but remember Apple prides itself on not listening to the consumer but telling them.
