Green messages indicate they are being sent as SMS.

For iMessages to send, both you and the recipient must be using Apple devices, iMessage must be activated, there must be an internet connection available to both, and the contact number or email used to send the message must be tied to iMessage.

If one or more of those things are not true on either side, it will be sent as an SMS.

When it turns green, one of the above listed requirements is not true or available then.

If you have internet access, and everything is correct on your side, then something may be going on on the other side.

Unless you are absolutely sure the other party has constant internet access to get iMessages, something may be going on on their side the prevents the message from being sent as an iMessage.
