I keep backing up my computer in hopes to free up some space, but Apple Mail is taking up 360GB!! I don't know what to do. Does anybody else have this problem? I'm running macOS Mojave.

FWIW. Backing up your computer does not create space on the hard drive. It just makes a copy of what's already there to another location so that you can perform restores of any of that data should it be required.

In addition to your email accounts, do you also have numerous mailboxes under the On My Mac category in the Mail app? This could be one of the reasons that the Mail app is taking up so much space. Do you regularly "clean up" your mailboxes to remove any unneeded messages, especially those with large attachments?
The only thing I keep "On My Mac" category is a recovered messages from gmail. But that is empty. The setting I have on my inbox only keeps downloaded attachments for up to 30 days and I don't think I have enough emails in my inbox to warrant 360 GB.
Espeactaly the ones with photos or videos or files. Also try clearing all of its notifacations

And try disconacting you email then seeing it's space if it's not as big it's your email if it is you may have MA,ware or virus that you have received through email

Your problem isn't the app it's self it's your emails you need to delete emails
