I bought an iphone and it's activation locked, can An apple store remove the activation lock and if so how much would it cost?

I bought it from another person who told me that I just have to unlock it through icloud, which I tried but was unsuccessful
That is assuming the person he bought from is in fact the person who set it in the first place.

I did some research on this phone and it's not listed as stolen
How do you know it's not stolen? There is no master database of stolen phones.
I looked up the iphone and it didn't show that it was stolen
What research would tell that to you? 🤔

Only the original owner who set the Activation Lock in the first place can unlock it.
I suggest you take it back and ask for your money to be returned.
