Will the Series 4 Apple Watch work internationally?

i am currently living in the USA. I am moving back to South Africa soon.
I want to purchase a Series 4 Apple Watch.
Will it work with GPS + Cellular in South Africa?

The GPS+Cellular Apple Watch is region based. A U.S. Apple Watch will only work with North American carriers. Additionally there are no cellular carriers in South Africa that support the Apple Watch currently.

It will however function like a GPS only Apple watch without activating the Cellular portion.
