How do i change the country in my itunes account?

I got my apple ID when i lived in the States. I live in Europe now, but my itunes address is still the american one. Before i can change the address, i have to use all the credit, which is impossible, because it’s not enough to buy anything but i can’t put more money on it either because i dont have american bank account anoymore and it won‘t accept my european credit card. What do i do?
