Open www.icloud.com with your Apple ID and password , if you have deleted the photos they will be moved in recently deleted folder .

To again transfer in photo folder , select them ( hold command key and tap the desired photos ) and click on recover button .Note : photos remain till 30 days after 30 days they are deleted from the server , and if forcefully delete the photos from recently deleted folder , they are still permanently , deleted from the iCloud server .

And the settings for photo preferences are as per this screen shot .

The photos will again download in system photo library folder of the photo application .

I put my photos all onto my laptop gladly before my old phone crashed, not into iCloud. So I got a new iPhone 7 same as I had previously, I wanted to print some of the photos that I’d put onto my laptop, so, I had help and made a upload folder to my iCloud and moved it all there, it appeared on my phone, I cam access them from my camera roll, see them and all, see them when opening Instagram if per say I was trying to post a picture. I can’t see them in Snapchat, I can see my camera roll, but not what was uploaded, and I’d like to have full acess to them especially to print, I’m curious as to how I can make that happen, and why they aren’t printing if I can see them in my photos, it’s like they’re not downloaded all the way or something, really frustrating but I’m hoping there’s a loop in here I’m missing, thanks .

I understand you are trying to print or send photos that you recently got from iCloud. Are you working with a Mac or Windows laptop? Were the photos imported to your Photos application on a Mac or do you have iCloud for Windows on a PC? Please provide a little more information about what your specific setup and workflow is and I'll be happy to help you with this. Here is some general information to get started:
