You see, I bought my iPod myself about 5 months ago as of November 25. (On EBay) It works fine, except for occasional glitches, but it is a good device. I've enjoyed it much. Please help me figure out this problem. Thank you so much.

That iPod is too old to run anything beyond iOS 9.3.5
It was made available in Oct 2012 and discontinued in Jul 2015.
You cannot update further than iOS 9.3.5 with your iPod touch 5th generation running a 32 Bit processor.
You'll need an iPod touch 6th generation (64 Bit processor) to update to iOS 12.1 as of now.

iPod Touch 5th gen is a six year old iDevice.
It's hardware is too old and underpowered to run any newer versions of iOS.
The highest iOS allowed by Apple is iOS 9.3.5.
