I bought an Apple Watch from a person from Mercari and it is locked by the person and I need to know how to reset it and pair it to my iPhone.

Then you have a very expensive paperweight. If they will not remove the Activation Lock, you will not be able to use the device. It is worthless to you.

You will have to contact the person who sold it to you and have them release the Activation Lock.
