If you are seeing the error that your account has been disabled in the App Store and in iTunes, it looks like you will need to Contact Apple Support according to this article: If you see a message that says 'Your account has been disabled in the App Store and iTunes’

It did not work for me I reset my password and signed out and I still am not able to download any apps in my app store

I made the mistake of disabling my PayPal account. Suspected fraud. Now, Apple settings won’t accept any other form of CC payment. So my account stays “disabled”. It’s not a “password” issue.
