If you are seeing the error that your account has been disabled in the App Store and in iTunes, it looks like you will need to Contact Apple Support according to this article: If you see a message that says 'Your account has been disabled in the App Store and iTunes’

If the account is disabled you try re-enabling it. You then tap on what you want to buy.
