Photos are blurry and the videos aren't playing. There is a small circle on the bottom right corner of each picture. I saw a way to fix this problem is to change the settings in my phone from 'optimize iPhone storage' to 'download and keep originals' I tried that but it still isn't working.

Make sure that you have a stable Wifi connection as the photos must download from iCloud. If your connection is slow, this may take some time and only compressed previews will be available.
