nothing is fixing this!

I'm running safari 12.0.1 and Mojave 10.14.1, absolutely nothing is fixing this, when I try to save a bookmark I get the message:

"You can’t change your bookmarks right now because they are being synchronised. Wait a few minutes and then try again."

I've tried everything suggested in the thread on here but nothing is working. I sync my bookmarks with multiple computers, they aren't running Mojave, maybe it is that? they can update bookmarks no problem...
