Is there a way I can sort the contents of my folders individually? For instance, I'd like my applications folder contents to be sorted by name, alphabetically from the top - but I'd like my downloads folder sorted by date added, most recent at the top. Is this possible? Every time I change one folder, the other follows suit. I'm sure this hasn't always been the case.

It's in column view that individual folder sorting doesn't work. List view's fine. Other people having this issue as well, according to my investigations. List view sorts by name; column view lives by its own rules. Column view sorting just not working.

Well, I was pointing out it is something with your system. Although, since you have the same problem in a different user account, in Safe Mode and after reinstalling Mojave I can't imagine what the issue might be.
FWIW, Column view sorting works for me. Screen shot is of two Finder windows. Both in Column View. One sorted by Name and one by Date Added.
Try while in Safe Mode. To be honest, there are many people who wish the Finder had global settings.

Not sure why It would do that. Settings are per folder and not global. Try while logged into a different user account.
Logged in as guest user and the same thing is happening in that account. Whatever I choose as the last sorting method for a folder is transferred across all folders.
Nothing in particular stands out in the EtreCheck report although there are a couple of apps I don't know.
If sorting doesn't work in Safe Mode I can only suggest reinstalling Mojave.
Wouldn't start up in safe mode: got stuck when progress bar completed. Will try reinstalling mojave.

Hmmm, well, just because Apple's document is slightly wrong, when starting in Safe mode, hold the shift key untill you see the Apple logo, not the login window.
