How do I restrict access to iMessage on iPad in iOS 12.1,

in previous versions of iOS, I was able to turn off and restrict access to imessage. But with the most recent update, I can no longer restrict iMessage from being turned on. This is a huge problem when I allow my kids to use my iPad.

My recollection from a year or so ago is that you can't restrict the Messages app itself but there is an "accounts" restriction you can enable which renders account sign-ins inaccessible and, thus, iMessage unusable unless it's already signed into.
