My apple id payment info wont let me put in a credit card because it sais my apple id has been associated with too many credit cards but it doesnt even have 1 on it

contact iTunes Support for account problems. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
