My Macbook Air camera does not work with Safari! Here is the situation, when I open Safari to use the camera for a Facebook video chat I get the message from Safari that "The camera is not supported by your current browser". I was surprised—Apple cam not working with Apple browser. The camera works with Quicktime and Photo Booth, just not Safari. I did check the Safari settings, camera is listed as "Allow". Camera is blocked or not found error in Google Meet Hi. After I upgraded to Big Sur, I could not turn on the camera option in Google Meet. Happens both in Safari and Chrome browsers. I checked the browser settings and camera access is set to 'Allowed'. In System Preference > Security & Privacy > Camera, Google Chrome is not listed 'Allow the apps below to access your camera' panel but I don't know how to add Google Chrome to the list.

It all depends on the way the website is using for the webcams. If they are using anything like Flash, you won't be able to use your iPhone camera as a webcam within Safari. You could try using something like Puffin from the App Store. I know it supports Flash and have tested it using a webcam before.
