Quarantine Folder
A folder: Macintosh HD/Quarantine, is 400GB. I can't move it to Trash even if I change permissions and remove the red-circle minus sign. How can (and should?) I an I delete it (in High Sierra)?

What is in the folder taking up so much space? A Quarantine folder is usually created by anti-malware software that you are using. Is this the case? Changing permissions isn't going to help since the file may be otherwise protected. You can try removing it using Terminal in your Utilities’ folder.
Open Terminal.
At the prompt paste the following: cd / ; sudo rm -rf /Quarantine
↑ ↑ ↑ ↑ Note these are spaces.
Press RETURN. You will then be asked to enter your admin password. It will not echo what you type. Press RETURN again. If this fails then the folder is protected by the SIP. You would need to disable the SIP to remove the folder then re-enable it when finished: Disable System Integrity Protection (SIP) - Rootless In OS X El Capitan - How To.

Thanks for all the suggestions. Unfortunately, the only thing that resolved the problem was to erase the hard drive and reinstall High Sierra (and then reinstall software).
It sounds like you made the mistake of installing an antivirus program. At least that would normally be the only app that would "Quarantine" anything.

A file called Quarantine is normal on a Mac and part of x-protect but not in that location. Are you running any Anti-Virus Software?
