Photos and iCloud (upload/download issues)

Hello!

I have issues uploading the pictures from my iMac to iCloud, the progression bar doesn't move and the number of pictures to be uploaded neither.

Pictures I took with my iPhone do show in Photos but only as black thumbnails, I cannot see them on the screen, I always receive the following message: "ERROR DOWNLOADING PHOTO"

I am using a iMac (Retina 5K, 27-inch, late 2014) with 4Ghz intel core i7 processor, 32 GB memory running macOS Mojave (10.14.1) and an iPhone Xs Max running iOS 12.1 (16B92)

Any ideas?

Thanks

iMac with Retina 5K display, macOS Mojave (10.14.1)

Which system have you previously been using, before the iCloud syncing stopped working?

Starting with the High Sierra upgrade some third-party VPNs made the iCloud Photo LIbrary syncing impossible, while other network services continued to work fine, even with older VPNs.

When you tested, if the VPN is the problem, did you restart the Mac, after you disabled the VPN?

If the VPN is really not the problem - you are connected by Wi-Fi and not using a cellular hotspot?

Is your iCloud AppleID working or is there a problem with your pass word? Or your payment method? Sometime we just have to update the expiration date of the credit card.

A common reason for iCloud Photos not syncing is a firewall interfering. Did you recently enable a VPN or firewall?

Dear Leonie,

I have 1.99To of free space on my iMac, 1.6To of free space on my iCloud, the payment is made thru PayPal and not rejected (linked credit card expires in 2020) and my iCloud Apple ID works fine on my iPad and iPhone.

As for the VPN, yes I am using one but with or without the VPN turned ON the problem remain the same. I have been using the VPN for 5 years.

It was working fine before, it's only since November 8, 2018 that the problem occurred,
