Trying to decide how to purchase ipad 6 gen 32g: phone plan at $4.17 month for 24 months plus $25.00 month unltd data, or just buy ipad outright. Do I need a data plan?

You only need a data plan if you have a cellular enabled ipad

Right now I think Walmart has 32 gig 6th gen wifi ipads for less than 400 dollars.

I would just buy it outright because, at 25 dollars a month for a data plan you will be paying 600 dollars just in that over the two years.

The Sprint model you mention has both wi-fi and cellular connections. The only reason I can see for having a cellular iPad is if you know that you will be using it at locations where wi-fi is unavailable. If you have a reliable wi-fi network at your disposal, cellular connection is not needed. I use wi-fi for iPad, but cellular for iPhone as the phone may be needed when I have no wi-fi available. I recommend the wi-fi only model without data plan. A data plan will require a monthly payment. Buy the wi-fi only outright and save yourself a lot of money!
