Make sure Settings﹥Music﹥Show Apple Music and ﹥iCloud Music Library are turned on, for full Apple Music functionality on your iOS device.

Then use the tabs within the Music app to get your music. Don’t use the iTunes Store app for that, as that is separate from the Apple Music subscription.

You would first add music to your library, then use the download-from-the-cloud symbol User uploaded file next to the tracks in the library to download tracks to your device.
