i Mac mini start up issue

the mini will start with a chime, show the apple logo with a spinning wheel, then goes black. If I let it go the apple logo screen will come back after a few minitues and flash on and off spuradically. Tried to reset pram, ran diagnostics which test fine, tried different monitors, treid network recorery boot. Does the same thing. Out of options. Help please.

Did you try an SMC reset?

  1. Choose Apple menu > Shut Down.
  2. After your Mac shuts down, unplug the power cord.
  3. Wait 15 seconds.
  4. Plug the power cord back in.
  5. Wait 5 seconds, then press the power button again to turn on your Mac.

I've seen similar issues on other Macs where this has fixed an issue that PRAM resets cannot.
