I am NOT buying $600 worth of video cards with Metal-whatever so I can upgrade to Mojave.
But the app store annoyingly continues to want to update.
How do I turn that off?

Unfortunately if you do the system preferences recommendation this will tend to now ignore all updates from Apple, including security updates for your current OS if it still receives updates.
