I cannot open picture in messages. I have SMS on and MMS on.

I am unable to open pictures on my iPhone 10R. It say “downloading”. I have checked on the online troubleshooting suggestions.

Picture messages I have a IPhone XR. Here recently, my phone will not allow me to send pictures through text (not iMessage, that works fine.) I have turned off MMS and turned it back on. I have also turned my cellar data on and off. Help?
