essential marks missing in Greek font

The Greek-Polytonic font & keyboard no longer have the capacity to insert rough or smooth breathing marks over the initial letters of a word the way earlier operating systems could.

Is there a fix for this?

iMac (Retina 5K, 27-inch, Late 2014), macOS Mojave (10.14.1)

I solved the problem. It turns out that the shift key not only brings up capital letters but also reverses the direction of the curve in the breathing marks from smooth to rough. If one presses the accent key and then stops pressing the shift key, one can apply the rough breathing mark to a lower case letter.
