What do you mean by "…all the steps…" in the other thread, and "can't get [the] device recognized?"

Are you attempting to synchronize via Bluetooth, or USB? If using Bluetooth, you must first pair your handheld organizer and your computer, initiating the process from your Tungsten and confirming from your computer. If using either connection method, you must add your device to iSync using the Enable Palm OS Syncing… option under the File menu in iSync, and you must have already installed the Palm Desktop, as iSync requires the bundled HotSync Manager and Transport Monitor to initiate, supervise and terminate a synchronization event.

And you are trying to add it using the option to Enable Palm OS Syncing… under the Devices menu, right?

If you've gone through that process and it doesn't appear in the main window of iSync, use either the appropriate HotSync menu option in the Palm Desktop or the HotSync application itself to configure the conduit and insure that the Enable iSync for this Palm device option is checked or enabled. That's supposed to happen automatically after you use the Enable Palm OS Syncing… option to install the iSync Palm Conduit, but it sometimes doesn't. And, until it does, your device will not appear and you will not be able to synchronize.
