Can I use the Express to create a local-area network with no Internet connection to enable wireless printing between a wireless laptop and a USB printer connected to the Express?

My father is using dial-up for his Windows laptop, but wants to be able to print wirelessly.

Any thoughts much appreciated.

    Thanks for your response. Can you give me some help with how the items
    under the various tabs should be set to enable this mode? In particular,
    I'm confused by the settings under the Internet tab, which don't seem
    to allow me to specify that I have no Internet connection--for example, I must
    select something under "Connect Using" and cannot leave various
    fields blank.

    Just pick Ethernet and DHCP.

    If I set Connect Using Ethernet and Configure: DHCP, both under the Internet tab, the airport express hangs with a flashing yellow indicator. Since there is no DHCP server present, I guess I'm not surprised.

    Are we talking about the same setup? I am trying to do wireless printing between a wireless laptop and a USB printer connected to an Airport Express. The Airport Express is not plugged into any Ethernet and there are no wireless networks present other than the network that the Express itself might create.

    I don't understand how to get the Express to not pay attention to the missing WAN connection.
