Here's a little application that might facilitate the implemantation of those exs instruments into GB, and perhaps take out some of the confusion.
Its called "GB Import".

GB Import is a utility which imports standard exs files (as used by Apple's eMagic Logic package) into GarageBand as new new Software Instruments.
Main Features
Automatic copying of exs and sample files into GarageBand.
Automatic creation of Instrument and patch files.
Ability to choose the name of the instrument as it will appear in GarageBand.
Ability to choose the Generator used to render the Instrument.
EXS Files
There are thousands of exs files available to purchase, or as free downloads from the internet.
A good place to start looking for free exs files is :

and scroll down to the Emaic EXS24 Instruments section.
Getting Started
Start the GB Import utility by double clicking it's icon.
Drag a .exs file onto the panel as indicated.
Change the name of the Instrument if required. This is the name of the instrument as you will see it in GarageBand.
Select a generator. This will place the Instrument in the appropriate instrument category within GarageBand.
Press the 'Import to GB' button.
Requirements
Mac OSX 10.2.8 or later required.
GarageBand 1.0, 1.1 or 2.0.
Registration
GB Import is limited in it's functionality until registered. It will import any .exs file but only the middle C octave (C4 - C5) will produce sounds.
Once registered, re-imported instruments will sound across their entire range.
