Warhol effect?

Is there an effect in FCE that gives a "Warhol" effect? I can do it on my MacBook with photo booth, so I know it exists, but I cannot find the effect anywhere...

powermac G5, Mac OS X (10.4.7)

I don't think FCE can handle Noise Industries plugs but if you ever go FCP, welcome to a whole new world.

your particular plug is "pop art" in this set of plugs.
