Mac will only safe boot after Tiger install, any ideas?

I bought and installed OSX Tiger on my G4 tower + software updates all worked fine

I ran out of hard disc space so I bought a 250gig and tried to copy the system over - no dice

So I installed the OSX onto the new disc and selected it as boot. It worked and I had to reconfirm my Quark use and I was good to go.

Then I updated from Apple to 10.4.9 and restarted

Now it will it gets to the end of the grey screen and then the little black warning screen pops up saying I need to restart

It will safe boot, but from there I can't get any inetnet connection etc for downloads

Any ideas help please
