Problem opening archives

An associate created a file and archived it on a Mac Mini running OSX10.4. He sent the file to me over an ftp connection. I tried to open the archive and get an error message - Unable to open archive "Archive.zip". (Error 13 - Permission denied.)

This is a new problem as we have done file transfers like this in the past without any problems.

Any ideas as to what is going on?

G4 Silver, 1 GB processor, Mac OS X (10.4.3)
