Be sure to open the command line by right clicking and selecting "run as administator" or you will get an error message. Otherwise it will say it succeeded:

I found the solution to this problem on another forum. I tried it and it
worked for me. I intalled iTunes and am now updating my iPod.
My problem was that VBSript was installed but not registered. Here is what I
did to resolve the problem.
1. Start Menu -> All Programs -> Accessories -> Right Click on Command
Prompt -> Run As Administrator.
2. Type “cd C:\Windows\System32″
3. Type regsvr32 vbscript.dll
Close the command prompt window and install iTunes. Good Luck.
