If you upgrade to Mac OS X, be sure to install the latest firmware. You'll need to be running a version of Mac OS 9.

I assume it has some type of security software on it.
When you boot it up, some icons will appear across the bottom of the screen. Do you see one with a lock?
What happened when you held down the shift key when you powered on the mac? I hold down the shift key on the left. A large icon with 8.6 will appear. Did you see the words extension off when you booted?
I left off one of the foolproof programs:
FoolProof Shared Lib
FoolProof Remote
FoolProof INIT
Did you look in
harddrive > system folder > extensions
for these programs?
When foolproof is running and I try to move an icon, the icon bounces back to it's original position.

You could click on on the application icon. Then press command i ( The command key is the key to the left/right of the space bar & has an apple on it. ). This brings up an information panel. See if the file is locked. Try the folder too.
