Safari opens by itself

Why does safari open by itself upon starting up my computer? I have done an archive and install of the system software and it is still doing this

power mac G4 876 Mhz, Mac OS X (10.4.9), 1.5 GB Ram

System Preferences / Accounts / Login items.
Remove Safari from the list.
