iCal doesn't appear to have this feature. It would be nice if it did though!!
Here is a workaround I used to get me by.
Create a dummy calendar called 'Templates'.
Then add a new event with the basics you want in your template.
You can then leave this calendar hidden so your templates don't appear, but when you want to use a template - unhide it and 'copy-paste' the one you want into your genuine calendars.
It might be worth setting all of your templates to repeat weekly/monthly so that they'll always be visable when you unhide your calendar no matter how far in the future you are. Just remember to turn off the repeat when you copy-paste it!
