Hello and Welcome to Apple Discussions!
I see you are running Tiger 10.4.7. You need to update to 10.4.9. Here's how you do that.
Click the Apple logo top left side of your Menu, then click: Software Updates
The Software Updater will take of the rest for you. When it's finished, reboot. If the problem still exists, post back.
Hey. I had the same problem and tried this guy's suggestion. It worked!
The only difference is that Safari is in Applications on my mac, not utilities.
