I originally had this problem when i got my router, i connected it up and used the airport set up assistant to configure the router wheich worked fine as i connected to the internet but my router still flashed orange. I then installed the enclosed disk and the Airport utility and then reconfigured using the new Airport utility. ( i uninstalled the old airport set up). I also installed it on my Windows PC and now it is green. Hope this helps. I suspect it was something to do with the old software for the old extreme.
