How do I achieve "Stereo Mix" on a MAC?

How do I change my settings on my MAC, so I am able to "record" in "Stero Mix" as I would be able to on a PC? Or at least send out (via Skype specifically, or at least anywhere on my computer) my microphone -and- music at the sametime to a 3rd Party? Do I have to use an application? Can this even be possible on my MAC?

Mac OS X (10.4.9)

I am just not certain what you want to do. Saying that, there are 2 apps you need, I think. The first is free, the second is fee:
