What are you using the file for?

When you go to "Save as" and then select .jpeg, you should get an option of what quality setting you're saving it to. It might be automatically bringing down the quality level. I believe the setting is out of 12, but you'll only notice a big difference when it gets to 7/8 or below.

Are you saving at 12/12?

You might be able to see what you get saving at .png-24, it might be better for you.

Also, if you select "Save for web" you will notice some color changes and usually lesser quality, perhaps that is what you're referring to?

.jpg files will always have some kind of visible compression artifacts. To enhance the quality of the picture, make sure you save the .jpg with a quality of 12 (maximum) - after you hit Save it brings up a little window, with a slider for the quality - slide it all the way to the right. For a more lossless picture, try saving it as a .png. This format makes a slightly larger file, but the quality is much better.

Edit: Darn! Beaten by g_gilmore's quicker typing skills! But that was because I left this window open for about 5 minutes while I forgot about it :P
