Can I dowload Software Updates and other Apple downloads (like Safari 3) via FTP? Where I live (overseas), I have to pay .30 USD per megabye for http, but ftp is free.

Safari is currently at version 2.0.4 and not available for download. Updates to it come together with operating system updates. 3 is just a beta. You can always submit beta bug reports to
http://bugreporter.apple.com/ Perhaps you want to suggest they offer it via FTP download through a beta report?
Switch internet providers. There is no cost difference on most internet providers. Obviously some have hoodwinked the public into believing you have to have a metered rate. You don't. Almost all internet service providers in the U.S. are flat monthly rates.

Not at the present time. Right now, if you go to the Apple
SupportArea of ftp.apple.com you will find only a text file that redirects you to <http://www.info.apple.com/support/downloads.html>
At one time Apple did provide software downloads via FTP.
