If you want to do this in FCP this will work although you may need to hunt and peck a bit to make it work the way you want.

Put a new clip of your audio at the end of your timeline. Highlight your audio clip in the timeline. Control-Click and select speed. In the speed percent box type 50 or 80 or however much you need to slow it down. Click OK. You will need to use the blade tool, move it and connect it at the right point to the where you want everything to slow down with your original piece of audio.

To do this in FCP it won't be perfect, you may want another solution. But if you want to achieve this in FCP then once you find the part you want to to slow down. You will need to break it into multiple copies. Reduce speeds...one at 90%, another @ 80%, another @ 70% or whatever ratio makes it work within the time you have to ultimately fill for your effect.

Then take the first reduced speed on your timeline (with waveforms turned on) and line it up to the real time audio in the audio track underneath. Viewing the waveforms you can see where the audio ends and that's your reference point. Shorten your reduced speed audio to the point where you want the edit to take place. Then drag the audio on top of the intitial audio track. You then repeat this with each and every speed reduction. Once completed put an audio cross fade (+3db) between all your edits. It's not perfect and it will take a little bit of editing time, but you might be suprized at the results.
