My iPad Pro will not backup to iCloud
I am trying to download a backup but it doesn’t want to down load it even if i just cleared storage.

Presumably “download a backup” means you’re trying to restore an iCloud backup.
Your screenshot appears to show your iPad is using iPadOS 17.5. That is not the current version. An older iPadOS version cannot accept a backup from a device with a newer version.
Further your screenshot shows this iPad has never been backed up. So you must be trying to restore a different device’s backup.
