Airpods - Service program for AirPods Pro for sound problems

I bought my Airpods pro while I am living in Australia. Currently I am living in Germany. My airpods having issues like crackling and static noises. There is a know issue with sound problem -AirPods Pro Service Program for Sound Issues - Apple Support.

My question is can I take my airpods pro to a apple store in Germany to get a replacement(orignally bought my Airpods in Australia)?
