My problem is that I cannot enter my passcode to open the ipad because the voice over keeps saying "Passcode field zero value" and to enter my passcode when restarting. The problem is that I can't restart in order to enter my passcode.
Have tried to restart but appears to be frozen and won't budge.
The information that I provided is relative to Voice Over. If you cannot do anything there because the screen is frozen, then do a force reset, instructions here. Restart your iPhone, iPad, or iPod touch - Apple Support then you should be able to disable Voice Over.
Sounds like you have secured your iPad.
