screen locked and passcode sealed

My problem is that I cannot enter my passcode to open the ipad because the voice over keeps saying "Passcode field zero value" and to enter my passcode when restarting. The problem is that I can't restart in order to enter my passcode.

Have tried to restart but appears to be frozen and won't budge.
